What this SPF result means

SPF authorizes hosts to send using a domain’s SMTP identities. The final all mechanism describes how other senders should be evaluated: -all is fail, ~all is softfail, ?all is neutral, and +all passes every sender.

This checker reads the published record. It does not recursively evaluate every include against a sending IP, so it does not claim whether one message passes SPF. See RFC 7208 for the complete evaluation algorithm.
